I just go this game and cant seem to find anyone who wants to race. i honk my horn and no one races. how am i suposed to get more $$$ if i cant race any one? plz help me out here

im sure you figured it out by now but i hate to see someone in need of help just hangin like this.
come to a complete stop near a pedestrian and honk your horn.
